  13. SUBJECT:  MGT:  The mission of the RACES
  14.

  16.      The mission of the RACES is basically to provide needed
  17. communications in emergencies for the government that sponsors
  18. the RACES unit. Its communications are governmental in nature,
  19. that is between government units and not third party health and
  20. welfare messages --- although it may be used for liaison from
  21. government to non-government disaster relief organizations.
  22.      Communication links for RACES varies with the jurisdiction.
  23. A State RACES unit has four network levels of support: State to
  24. Federal; State to other states; State to its own agencies and
  25. departments; and State to counties.
  26.      A county RACES has three network levels: county to state,
  27. county to city, county to its own units; and possibly a fourth:
  28. county to county.
  29.      City network levels are: city to county, inter-departmental
  30. and possibly inter-city.
  31.      These networks are specified in the jurisdiction's RACES
  32. plan, which emphasizes the importance of having the plan in
  33. advance of an emergency.
  34.      In serving its mission, RACES resources are available to all
  35. departments or agencies of that jurisdiction; i.e., state, county
  36. or city. For example, the State department of transportation has
  37. a RACES unit as does Health Services and each of six State OES
  38. Regions, all coordinated by the State Office of Emergency
  39. Services. However, there is only one RACES plan (and hence,
  40. program) for the State, coordinated by the State RACES
  41. Coordinator with administration and liaison delegated to the
  42. Chief Radio Officer. In a similar manner each jurisdiction can
  43. administer its RACES program.
